The author's word is important when it comes to his own work, but it's not unreasonable to expect what the author says to line up with what's presented in his own work. If it doesn't, there's a problem.
Blatantly stupid extremes like "Sasuke's really an African." or "Sakura can use Amaterasu." aren't even worth considering, as far as I'm concerned. And just because the Word of God trope is in play something is considered quasi-canon thanks to the author saying it is, or official supplementary material saying it is, doesn't necessarily mean that it can be considered as a strong point in a discussion.
Hypothetically, just because Kishi or a DB says that Sakura can use the Rasengan doesn't mean that she's better at using the Rasengan than Naruto. The fact that Sakura can use the Rasengan has absolutely no bearing on her place in any given arbitrary tier list, or any given matchup with any other character. She has no feats with the Rasengan. There's nothing that directly indicates how strong, large, or unique she can make her Rasengan, because she's never done it in the manga. The only reason she can even use it is "because Kishi/the DB said so!"
There's no need to argue whether or not something is canon from the author's words. If the author says it's canon, unless it's corn-fed stupid and blatantly, directly contradicts something that was perfectly logical canon once before, it's safe to accept it as canon.
It's just weak canon.
