His ability to "turn your chakra off" was rooted in his 8 trigrams fighting style, just to clarify. And I do agree. He was very underdeveloped and most likely would have been much, much stronger than what we were presented with.

I agree. Neji had so much potential but I think maybe Kishi ignored him because his abilities really made him a huge threat to the Uchihas and Pein. Three or four blows to the upper body tenketus (chakra pressure points) where the chakra flows from the body to the head, would effectively stop the chakra flow to their eyes, making their primary fighting style useless (no eye techs, no enhanced visual perceptions, no eye genjutsus). It would have basically left them fighting with taijutsu and ninjutsu. But that wouldn't make a fair fight so ignore the Hyugas and allow the MS/rinnengan users seem OP. Just my observation.

that scenario is simply unrealistic.besides the obvious sussano to guard them,sharingan users can just cast basic genjutsu and since the byakugan sees everything within a near perfect circle they couldn't avoid getting caught.plus compare nejis speed to any ms user and you'll see he falls behind. Sasuke speed blitzed the team 7,deidara,avoided 6 tail bees attack in midair and dodges raikages v1 elbow

Apparently Kishi thought that concentrating on the less popular k11 would actually reslut in the greater portion of the fandom grumble .... So he had to conecentrate on the more popular ones.

Neji was only powerful by Part 1 standards.

I don't get why people overrate him.

uhhh pt 1 naruto was only powerful by pt 1 standards
pt 1 sasuke was only powerful by pt 1 standards
pt 1 kakashi was only powerful by pt 1 standards

neiji, and hinata actually, showed potential to be kage class nin... they both had been shown taking their dojutsu and devolping their family techniques beyond what anyone else had previously done, and in some cases inventing their own to suit their individual strengths... if kishi had given the byakugan half as many upgrades as he has the sharingan they might have actually been relevant in this war. At least to the level that people of kakashi's strength are....
but they both, neiji more so than anyone else who showed potential, were completely forgotten.. it's sad really
this series is packed full of missed opportunities...
if they were exploited correctly this series could have another 5 years in it
& I mean a legitimate five years
I don't mean 5 years of every chapter being filled with fodder ninja posing with kunai & pep talks & regurgitated information like we've been getting, I mean a legitimate five more years of reasonably paced, quality story.

Lee fodderized Sasuke
Sai fodderized Naruto
Kiba was about to fodderize Naruto before pnj was activated
and the list goes on

anyway they aren't underdeveloped they just just weren't given any powerup... this is why they are barely stronger than in part1/early part2 unlike Kishi's favorite characters
