All of this stuff has been thought out for a very long time.

I think he let the Sharingan get a little out of control, and he has power scaling issues because of this (which has made side character development difficult).

But a lot of this stuff has been around for a long time, and he's finally getting around to it.

While I am sure he knows a bit more about its popularity than he lets on - the fact is that he's also on a rather strict schedule for release. Time he doesn't spend drawing is time that he has to spend planning story so he knows what to draw. You'd be surprised how small and humble some of these operations are in spite of their popularity.
