We can see in hashirama and madara case,

Hashirama was always superior to madara and even in their last battle , hashirama win it.
Madara had OP powerups given to him like EMS,Kurama and that Fan , yet he lost to hashirama who had nothing but mokuton as a powerup.

IN, Kakashi and Obito case,

In childhood, Kakashi was always superior to obito . Obito was never able to defeat kakashi and always tried to catch up to him.
Now, in the present, obito got OP powers like rinnegan,mokuton,MS etc and still he lost to kakashi.
It means power ups doesn't matter and history always repeats itself.

Now, coming to case of sasuke and naruto,

Every time naruto meet with sasuke, he was always weaker than him ( ignore war arc for now)

So we can kishi has been following the same pattern .
Naruto has always been behind sasuke.

Obito, even after getting all those powerups and being theoretically stronger than kakashi, still lost to him.
So naruto even after getting those OP stuff like bijju dama,BM,odama FRS and all will still be weaker to sasuke , with the pattern kishi has been following.

Now i understand why sasuke turned to the good side.

Also, Intelligence >>>>> Raw power, this has been proven many times in the manga.

Naruto was stronger when he met an almost completely blind MS sasuke.

I can say sasuke didn't kill naruto at here, and plot(orochimaru interference) saved naruto.

And madara/tobi killed the shinobi alliance headquarters first because it was the biggest threat.

Also if you look at it though the past Obito who more closely resembled naruto in beliefs when he found Rin and Kakashi through the will to protect the one's he loved he powered up obviously becoming stronger than Kakashi. Thus if this pattern is repeated Naruto will probably level up again if something is threatening his safety. This threat seems to be Madara because lets face it this man is about to revive his phyiscal self through Obito in order to become the jinchuriki lol ik I diced that spelling up but just forgive me. Anyways Naruto will probably power up again to oppose this and already with his power alone he is far greater than Sasuke. Thus if Sasuke reasons for becoming Hokage which do seem to be sketchy threaten the ones Naruto loves this will give him the power to take Sasuke down. And if all else fails talk no jutsu or plot no jutsu will definitely be used!
