kishi doesnt give any female characters the proper developments
mei - abilities are OP but kishi makes it look way weaker when its actually powerful jutsu
tsunade - she just recent got her development against madara but she still useless/weak (compared to male characters)
sakura- her last development was sasori....nearly 350 chapters since her last development.....beyond horrible job done by kishimoto
hinata - she trained with neji but we still dont know what she is capable of, she got owned in 2 seconds by pain...once again bad development
temari - gets small developments but she just as useless as k11 girls
anko - she disappears and then pop up every 100 chapters when kabuto/oro appears, shes useless too
konan- she had no development, she hurt obito but only because she had prep time to set up her 600 billion paper bombs, shes just nagato's useless teammate...she adds nothing to the story just the obito fight
kurenai- she got pregnant and disappeared ever since (its obvious why but im just sayin)
ino - she has her mind transfer jutsu but its useless without her teammates helping her, once again another useless female character
ten ten - absolutely no development at all, even in part 1, she was just neji's hype-man lol
Tsunade had a lot of development, the fourth arc in the first series was all about her and her relations with Orochimaru and Jiraiya, followed by her becoming Hokage.
Hinata is the love interst, her development is implied in her involvement and teamwork with Hyuuga elders and Naruto.
Strenght isn't all part of character development, she lost against Pain, don't act suprised when even Kakashi got killed.
However her fight with Pain was ALL character development, because it was the first time in the entire story she had the guts to tell Naruto she was in love with him. If that isn't character development, Idon't know what is.
Ino had a lot of character development, with which I mean her officially being a member of Ino-Shika-Cho.
It's logical this happens simulainiously with her team-mates.
Konan had a gigantic backstory, from her involment with starting Akastuki, to her relation with Yahiko, which was referred to right before she died, after she became good.
Sakura's development didn't end with her fight with Sasori. Thinking that is, simply ignoring what's important to the story, which isn't always a battle.
Her development went from akward nerdy girl, to fighter, to Tsunade's right hand, to being to head-medic of the allied forces.
Character development OVERLOAD!!
The rest are side characters, their development and backstories don't really serve a purpose in the story.
