Wrong, Kishi's intention was to portray themes of forgiveness and redemption. Besides, without Sasuke there wouldn't be anyone alive to 'let him go' (not that they could detain him anyways), he saved the world as well and even before his change he wished to attain peace by becoming the common enemy.

And some people forget that Sasuke was willing to take responsibility and accepted his fate, but Naruto and the rest of team 7 insisted on giving him a second chance, and since 'letting him go', he's done more for NV than anyone else.
