Here is the thing, It took Gai's One hit Kill move to defeat kisame, and the move didn't even kill kisame. Then they knocked him out and he still had massive strength to break free from Yamato's Mokuton. Kisame was a beast with massive strength and it took Gai to open almost all of his gates to try and beat Kisame. Kisame was always at a disadvantage when facing Gai.
But what ever, there are ninjas that are stronger and can beat Kisame but Gai isn't one of them. Close matches but Kisame > Gai
In theory Gai still has another attack he hasn't shown yet

Bird and Tiger have already been shown so there should either be a Dragon or Tortoise attack at the 8th gate. Whether Gai will ever open the 8th gate is unlikely since he'll die so I can understand why you say Gai isn't strong enough to beat Kisame.
But I still believe he wasn't going all out, even at the 7th gate.
I said this once and I'll say it again: Mark my words,
Gai's outfit is loaded with weights.
He brought Lee into this method of training so what reason is there that Gai himself doesn't have them?
He'll take them off when the time comes
