Yes it is since it touching Tobirama and his chakra. Interesting that you mention Kisame being warpped away. Honestly he can do either or. Warp the Dome away or Kisame away from the Dome.

"Suiton Dai Bakusuishouha" covers the environment surrounding the enemy in one body of water, a gigantic water prison is created. Data book translation which states (2nd Bold) that he clearly has to be touching the opponent, not to mention it clearly states the water dome is a different jutsu in first bold. (if that scan is even official translation) Kisame clearly means himself sucking out the chakra "water prison shark DANCE" If the dome sucked away the chakra he wouldn't have to do anything at all except center himself appropriately.
