This obviously goes to Kisame - mid difficulty.
Explain 3rd Raikage countering water pool and then i'll reply

Just because the 3rd has lightning armor and lightning > water doesn't mean Kisame automatically loses.
That logic dictates that Hebi Sasuke beats Hashirama because he uses earth and water which is weak to lightning.
Oh and let's not forget it took 20 water users to put down Madara's fire style. Another point that element difference doesn't decide the winner.

That's cause his chakra was siphoned out before he could give the finishing blow

Well a few common details doesn't apply for all their stats
Just because tsunade and hashirama have good healing power doesn't link them in all stats
The raikage would electrocute him, His body is constantly in contact with lightining so he wouldn't get the electric shock but as soon as he touches the water Kisame gets fried (absorbing lightining paralizes the body as we saw Gokage vs Madara, so if Kisame is in Kisamehada mode he gets paralyzed and then fried)

No it doesnt. You and many others misread that page entirely. That scan seems to be difficult for most users to understand, that is why the viz translation and other better ones break it down further for the ones who didn't get what happened.

As I said earlier, Kisame beat a guy who was faster than the 3rd raikage which would be Killer Bee (tailed beast leveled speed!!!).
Water pool ends this fight. Tell me how 3rd raikage uses two fingers to get Oxygen.
Not to mention Kisame has the ability to heal because of Samehada. If the two finger tech is attempted on Kisame, he can get stabbed, then have Samehada start absorbing chakra from the 3rd raikage because he made the mistake of close combat against Kisame...Similar to how Killer bee tried Lariat on Kisame.
