It's a weather based attack, thus it's not going to sit there forever. Subteranean Voyage and confusing Sasuke with Mizu Bunshins guarantees that he'll never get hit by Kirin (assuming he even allows Sasuke to prep it). Suiton is actually a very useful defense. Gai couldn't punch through Kisames water prison, and Suegetsu was able to take on a point blank Bijuu laser without getting obliterated to nothing. Water Shockwave will definitely soften the blow.

Na bro, that's not what I mean. 100% Kisame might have lost like 10% chakra from creating that amount of water, and you wouldn't get any indication that he lost that amount of chakra. Continiously shape manipulating the water would also take quite some chakra over time. If Sasuke uses Amaterasu for the first time in a fight it might take, say, 15% of his chakra, but you wouldn't notice any 'dent' on his chakra. Same case here. If Kisame tries to manipulate a large body of water for an hour straight then he'll end up low on chakra.

When he submerges and swims downward, the earth directly above him will remain solid, as it's only the earth he's travelling through that turns into liquid. Kakashi had no trouble breathing underground where he was hiding from Naruto and Sakura. Furthermore, Kisame while fused with Samehada can breath underwater (100% made from Kisames chakra), which is essentially the same thing as Subteranean Voyage. Aoda easily loses an underground battle against Kisame. You really want to go this route too? Boss summons aren't doing shit.
