Minato has proven to be better than A (fact). A is stronger than Gai (opinion, but seeing how Gai is not Hokage, I doubt he has the same power level as A). Gai defeated Kisame (fact). Therefore I'd say that Minato would beat Kisame (opinion based on the best information that I can gather).

vs thread are always biased. Kisame and Minato have never fought each other, so there is no way you can prove that one is better than the other. If there was a proven outcome, there would be no need for these threads.
