The second time kisame was weakened. He didnt have samahada and yet he tanked gai's strongest attack and broke though mokouton, then committed suicide. Its as if kishi tried to give gai as much advantage as possible because under normal circumstances, gai would lose.

Gai went 7 gates and used morning peacock and afternoon tiger.
A 30% kisame clone forced gai to use his nun chuck which was noted that he only uses it against strong opponents. He also went gates mode to defeat a 30% kisame.

Btw even if samahada cannot absord gai's attack since it isnt chakra it can still absorb gai's chakra if it comes in contact with it. Its clear in all the instances kishi has intenitonally weakened kisame for a reason U_U. Also samahada would allow kisame to fuse with it, which is kinda like his very own sm
