water isnt weak against lightning. is this freaking pokemon? no so dont ever say that again. water is just a source for lightning to travel through. but yea kisame will beat kakashi

dont forget about kamui guys. although he will have a hard time hitting kisame with all the water and him being so fast underwater and after two uses kakashi can barley even move but still he could hit kisame with it...i still say kisame tho

Water is not weak against lightning, this isn't pokemon.

The elemental weaknesses and strengths are these:

Water: strong against fire, weak against earth
Earth: strong against water, weak against lightning
Lightning: strong against earth, weak against wind
Wind: strong against lightning, weak against fire
Fire: strong against wind, weak against water


So yeah that is pretty much it. Those are the elemental weaknesses and strengths, water doesn't get two strengths. So yeah water and lightning in combination work well together but one doesn't beat the other.
