Kisame. A wouldnt dare use his raiton armour when the battlefield would most likely be water. Even that he is still fast though. If kisame fuses with samahada he takes this with high difficulty

This is hard, If the 4th gets close to Kisame he'll lose a ton of chakra. But if the 4th goes to version 2 he can shock the hell out of Kisame. idk

4th Raikage mid difficulty, i doubt samehada could do damage to the lightning armor, and if he activates it with water contact he of course would take damage, but kisame would take even more, as he is considered a shark.

devils advocate: Shameda absorbs chakara and thus far has only been damaged by absorbing fire ninjitsu. So whats the problem with him absorbing A's armor? If it is damage you are worried about Kisame can heal due to shameda. Then there is his water affinity. In which he could short out or redirect lighting attacks.

So other then tie-jitsu and lightning armor what does A have?

Very tough. But I'd say Kisame with high difficulty.

I think Kisame takes it.. narrowly. He is at a disadvantage due to the fact the fourth uses lightning, however he had beaten B and I don't see a lot changing.

Kisame wins with Samehada, close range power houses like the raikage who use chakra shrouds are shark food for Kisame and samehada, literally.

Any damge A inflicts will be healed by samehada and every hit will mean A loses six tails worth of chakra, A fights like B, accept instead of Bijuu cloaks he uses a lightning cloak, he also has Bijuu level chakra reserves as karin noted, he is just like a jinchuuriki, which are Kisame's specialty, I don't see A winning this, its a bad match up.

Kisame without samehada would definately lose though, he stands no chance then.
