Tobimara is arguable the strongest suiton user, but kisame isnt far behind.
Also thunder god sword vs samahada.

Anyway ill give it to the 2nd hokage because he seems quiet smart, not that kisame is retarded but i feel the 2nd should outsmart him. Also obviously his s/t technique.

We shouldnt underestimate kisame though, especially when he fuses with samahada

yh mee too....now thts a point...jex bcux tobimaru's the 2nd dsnt mean hes the most powerfull...kisame is the same lv. of his...or mayb less or more....but a tough one...really tough one...
