i'd say kisame but not only because of samehada. he's probably better at water style and he has more chakra and is just plain better.

but the thing is will he be able to hurt suigetsu since he is made out of water. also how do i post a sig.

I'd say Kisame. (Even though I'm a huge Suigetsu fan.)
Although Suigetsu can turn into water, I think that water jutsu can still be used to hurt him. And Samehada is capable of draining his chakra when it passes through him.

I'm going with Kisame, he's a superior swordsmen...I really wanted to see more of Suigetsu's brother though, he was part of the greatest generation of Seven swordsmen. We didn't really get to see much of him.

I wish I could say Suigetsu, since he is awesome and cooler than Kisame, but Kisame would win. I think in a couple years Suigetsu would win though.
