Speed is the rate of movement, and teleportation (in this instance) is movement through a dimensional void which translates as an instantaneous motion, and since instantaneous is a speed adjective, FTG is technically enhanced speed, much like Shunshin.

Kisame's best way is to use Water Prison Shark Dance Technique and take advantage of the battlefield, the battlefield where all of Minato's seal he placed during the fight will be underwater, meaning that if Minato does decide to try and escape, he will just teleport back underwater.
FTG is instant and space time barrier redirects any justu kisame cast.
Kisame is good but,the match up is just not in his favor.

The only kisame beats minato is if minato literally just stands there and does nothing.

Minato's speed and reflexes are far too much for kisame. Lets assume Kisame has Samehada with him, he fuses with it and creates a water dome... The argument of Minato's kunais and seals being covered is irrelevant. It's stated that Hiraishin seals never disappear, therefore there are always some seals (even if very far away) Minato can teoleport to. Even if not, Kuchiyose renders water dome useless. Space time barier renders the 1000 sharks useless. Kisame can regenerate very well but Minato cut in half Hachibi's tentacle with no problem, that allows me to think he can at least cut Kisame's head off with just kunai. If not though, he still has taijutsu and superior speed. There's nothing in manga that indicates Hiraishin seals can be absorbed so once Kisame's marked he's done.

Minato could fight several opponents withing a blink of an eye

Kisame can react to killer bee. Killer bee can react to Minato. They are in the same ball park with their movement speed(not talking about FTG).
Kisame in shark form was much faster than killer bee whom is equal to Minato in reaction speed and movement speed(again not talking about FTG here).
Kisame is not letting Minato throw a marked kunai near him. He has too many aoe jutsus to counter that.
There is nothing that Minato can use that will permanently put down Kisame. V2 lariat is much stronger than a normal rasengan, and he survived that with ease. He may have taken the hit on purpose.
Kisame cannot harm Minato aslong as he has control over the placement of his kunai/marks.
