Do you think Fuguki was really communicating with the enemy or was the Obito lying.
Why go through all of that? Was it for Kisame specifically or for Samehada? Couldn't he have persuaded Fuguki? Or do you think it was simply used as a catalyst to build up more hype behind the Tobi persona?

I wonder if the "enemy" that Obito was referring to was a faction that went against Blood Mist ideology... In simpler terms, I wonder if Fuguki was allied with Mei...

That's not all it could mean. For all you know obito was just following them around and formed a hypothesis. Which is probably what happened.
He manipulated the Kage (can't remember the title) of the mist into giving Kisame the order to kill Fuguki. It's in the following pages, Obito made Yagura(think that was the kids name) either make a meeting with him and Fuguki then told Kisame he was giving up intel and had Kisame meet them at the appointed meeting spot(unlikely though do to the reveal in the next couple of pages, or he made Yagura make a meeting between Kisame and Fuguki while "Yagura" gave Kisame orders to kill Fuguki(which seems more likely). Either way Obito controlled Yagura and made Yagura make Kisame kill Fuguki.

Obito is not afraid of fighting Samehada if that is what you are insinuating.
I wasn't insinuating anything I asked a question. Do you think Fuguki was communicating with an enemy or do you think Obito used Yagura so he could get Kisame to kill him. He obviously needed Fuguki to lower his guard he even said so, so Obito must have felt he couldn't have beaten him at that point in time.
