I think Gaara can turn rock into sand + hes now the strongest kazekage he has surpassed the 3rd and I think Yagura was a kage so he is stronger than Kisame but at least equal. So I say team 2

Team 1 water beats Gaaras sand and Yagura gets owned by magnetic sand

Kisame should solo, we haven't seen enough from Yagura to tell what he's capable of other than the mirror jutsu, and he's in non-edo living form w/o Sharingan/Rinnegan as well.

Gaara loses because, well it's fairly obvious Kisame would beat him and when Yagura doesn't pose much of a threat he solos.

But not only that, Kisame has help from the 3rd Kazekage, althoughj it's not needed he still has him on his team and we've seen what iron sand could do. He was also considered the strongest Kazekage so just throwing it out there

Assuming he's in 'puppet form' and his Iron Sand is poisoned it just makes it worse for the 2 opponents where 1 touch from the sand=death.

going by hype, yagura would be a stronger version of the 1 tails, and he has water release mirror to reflect kisame's water shark missiles back at him.
gaara has shown he can overpower magnet release against his father. and his sand is alot more versatile and large than the iron sand. iron sand is probably tougher though.
water doesnt affect gaara's chakra infused sand, only oil does. and gaaras power of the sand funeral disintegrates even tough minerals and forms them into sand. his defence has withstood far worse than anything kisame can throw at him.
