Location clearly favours Kisame here (VOTE); with his already huge chakra reserves, he can display good scales of water techs. Oonki would be taken down by him, he has no way of outlasting Kisame; his ninjutsu based attacks would be absorbed anyway; GSB can clean it off. Gaara is the trickiest of Gokage here; but most sorts of chakra based attacks on Kisame are useless; which is what Gaara has in arsenal. And if he can go waterdome; he is extremely fast in dome; contolling sand and being able to fight or performing techs there would be much harder for Gaara when he is near drowning. And there are Kakashi and Gai; whom i think proven to be kage level in war arc; either of them would be able to keep their opponents at bay until Kisame to cut the deal.
Asides from "Kamui gg"; Kakashi has an actual arsenal which can compete with certain members of Gokage. Due to his skillset and sharingan; his reaction timing is top notch. A has linear pattern of movement; using kamui would be useful. With
