How high do you have to be like a platue or a is a tree ok?
Does it have to be dragon fire jutsu or is any other fire jutsu ok?

You create the clouds with the jutsu stated, and you can be anywhere and use it, you post the your using chidori to control the lightning and use kirin....

katon(b-rank, specific jutsu, dragon-fire balls)>clouds>chidori(to the clouds, must be on top of somthing)>lower arm>KIRIN!

 

[Faust]

You perform dragon fire ball jutsu, sending the fireballs into the sky, making thunderclouds.
Then you can use chidori next turn to tame the clouds and perform kirin. Three jutsu are needed...

-You must see the moisture in the air obviously in a desert you cannot perform it.
-Continues use of powerful fire style techniques. For sasuke's case it was a few minutes of Amaterasu(<As hot as Sun), and A-ranked dragon fire ball jutsu which packed enough punch to break through concrete being in a gaseous state.
-Send a fire ball in the sky. In order to have the clouds absorb heat energy.
-Use Chidori to create a current for the heat energy to flow.
-Manipulate the legendary beast Kirin, and make the heavenly bolts fall down over the opponent.
