Since when is Roshi a Marine? Based off the last chapter, it's more likely he's an informant.

The reason Rosinante threw him out a window was to prevent the kids from joining the pirate crew. Shown in this image, the other members of the family believe he simply "hates" kid, when it is Rosinante's job by the marines to he's prevent the kids from becoming pirates. Obviously though, he has to act cruel to not make any of the family members suspicious. Also he is a marine commander.
