Kimimaro's bones do function in the same way, KG explained it, and I can explain it as well. Chakra was simply used to create the bone, chakra isn't located in the substance. Even so, Gentle Fist has never shown to work on solid substances without entry ways.

Why would Kishimoto draw Neji's entire palm on Hinata's chest if he was trying to show readers that Neji only touched the headband with his finger? Chakra can shroud solid objects but it can't directly pass through them because if it did then Bee's chakra would have surrounded the Executioner's Blade as well:
