I think Naruto would win because the nine tails is much stronger than the eight tails. When Naruto learns the tailed beast bomb completely he could transform into it and the eight tails would be no match

Tailed beast bomb is a technique and transforming into the fox fully is a bond. One does not make the other. Also I think naruto would win to. His speed and power with it would be quite a show. But right now we know to little information about naruto's cloak's form to make a exact answer. Fully controlled nine tails naruto will win for sure but who knows when that will happen if it does.
