I'm going with Jiraiya. He has shown to have amazing spying prowess; he can hide in shadows, make things like stores out of toads, and hide his whole body in the mouth of a regular sized toad. What's more, the Hachibi will probably be the common target when it's released. I'd be scared of a huge legendary chakra monster, lol
