NO it doesn't, thats the only flaw with naruto anime/manga on a whole the 'surpassing' thing its ridiculous. Naruto when he learnt rasen shuriken still was not more powerful than kakashi (hidan n kakuzu saga). The new gen doesnt always supass the last gen. :flaw:
