Killer Bee takes it, he can use Raiton on his weapons, besides hes faster and is better with Kenjutsu.

As for Hidan, hes not Kage level. I would call him High Jounin. IMO, his abilities are too narrow. Without knowledge he can beat stronger guys than himself, but with knowledge Kage level guys beats him easily.
