I'm guessing you somehow didn't see what I wrote in Bold at the bottom of the speed. Attack speed is different from movement speed.

Its just that fans tend to overlook characters flaws. Even I overlook Darui's flaws if he had any xd. (See I did it again xd)

minato is faster, because he attacked quick enough to the point that tobi couldn't turn intangible, bee's insane 7 swords dance gives him an insane amount of attacking, and defending, where as minato is an extremely glass cannon, seen as when Kbee said if he follows through he'll get hurt as well, although kbee can land more consecutive attacks one after another, in terms of pure attack speed though, minato has it.
