The databook says the reason he was considered a god was because of enma so maybe the only thing he needs in battle is enma.

I also found it funny, hiruzen chose to unleash shadow shurikens instead of wielding wnma against someone like obito. The plot shield was strong during that epic moment. If he had used enma he wouldve trashed obito around.
