I doubt it, the adults of Madara's era were mostly ungifted fodder with no better strength than teen Madara and Hashirama.

I dont think they are the strongest but unlike others they knew war pretty well and battle tactics and such and perhaps they were strongest of their time. But i still think that adult Madara and Hashirama are level beyond

I agree they would've been strong to survive in the age they grew up in. War embodies survival of the fittest to it's truest extent, weeding out the weak and leaving the strong.

Strength is born out of necessity and nothing is more necessary than one's survival. Hiruzen pretty much confirms this pre prelims.

There was war in village system too, but the very fact that the average lifespan was 30's or 30's for anyone, makes the era the most gruesome. Threfore, those who lived up to 42 like Tajima were excellent warriors since birth.
