They're both on the same team, and know each others strengths and weaknesses. Since Shino is smarter then Kiba and his fighting style can be very descrite Shino has the upper hand for more stratigic and stealth reasons. I honestly feel Shino should be a jounin he seemed like the next runner up next to Sasuke in the academy at that time and now he seems to have a high amount of intelligence about a lot of things and he's a good fighter.
