kiba is really really strong and i think in the past 3 years that passed until the homecoming of naruto he learned a lot of tech..but he is still chuunin...neji is a jonin and he is from hyuga clan,one of the greatest in konoha....also neji is very good in how to use byakugan,in taijutsu and taijutsu with the manipulation of chakra,in offencive but also and in deffencive way.....so i think neji is going to win
