Just a few things to point out.
1.Kiba is extremly fast. Rasengan means shit if you can't hit your target. Especially one that "drills" towards the opponent at an insane speed.
2.Konohamaru isn't known for his durability. If he gets hit by Passing Fang he's more likely to go down.
3.Konohamaru didn't actually beat Naraka Path.
4.About Kiba not being able to defeat a Path. Kiba (and his mother) had an advantage over Preta Path due to Taijutsu, so even through Preta escaped it's possible Kiba could have damaged it.

Konohamaru taking out Nakara Path isn't the same as the Genin taking on the Sound 4.
The difference is the Genin fought in 1vs1 battles where both combatants were prepared for the other. It was a straight up fight to the death as "fair" as any battle can get.
Konohamaru only came in at the end and sucker-Rasenganed Naraka Path. Had Konohamaru gone up against Naraka Path from the beginning like the Genin did with the Sound 4, then Konohamaru would have been destroyed.

yes but he had enough power to stop him that is my point and i think he has the power to stand head on with fang over fang attack if he used rasengan at the same time kiba kit kiba would be done and konahamaru would probably be hurting as well but kiba done
but i am glad you see my point about the age thing and like i said rank is not everything man hell naruto is still gennin well hes a sage but as far as his rank with in the village he is gennin lol
also there is no such thing as a "fair" fight there is a winner and a loser

You know, an "official" battle where both combatants were ready to lay the smack down. But in Konohamaru's case he popped out and surprised Naraka Path.
Anyways, I agree that rank isn't everything. Naruto and Sasuke are living proof of that. But their situation is unique though. They're still Genin because they skipped the Chuunin Exams and continued to get strong. But Konohamaru didn't skip the Chuunin Exams like Naruto and Sasuke did. He probably hasn't even taken it yet and that most likely means he isn't ready for it. I mean, it's probably been 1 or 2 years since he became Genin. The Konoha 12 took their Chuunin Exams almost in the same year they became Genin. What excuse does Konohamaru and his troops have? O.O
As for Konohamaru going head to head with Kiba, man Konohamaru would get crushed!!
Kiba and Akamaru's Garoga was able to dent Orochimaru's Rashomon. I doubt Konohamaru could even scratch the thing.

Kiba possibly win though konohamaru has shown a great improvement in his skills and abilities granted the usefull ones he has is the Fire Style: Burning Ash , Rasengan and shuriken shadow clone jutsu , shadow clone it could go either way to be honest
