He just put Sakura and Lee in the same tier. That doesnt mean Sakura beats Lee. And yeah, I see no reason why Sakura wouldnt be able to beat Shino.

You should make a low Kage- high jounin tier and put Sakura there. Katsuyu is one of the most versatile summons + she is immune to every sort of physical damage. Foddera-chan is clearly above Neji's, Lee's and Choji's level.

Stronger eyes does not mean anything or else Shisui would be one of the top 10 or a person with many eyes like Danzo would lead the way. It is all about brains too and knowledge. Itachi is still in my opinion smarter than Sasuke. He put things in a way that Sasuke just recently figure out later on about what happen to him making him mind phucked. Itachi soled people like Diendra and Oro in seconds while Sasuke a whole fight scene. So you saying he is stronger is just your opinion and I am giving mines.

lol i see where your going with this but shino temari and kankuro really haven't had that much screen time to show that their drastically stronger than their former selves for example shino vs kankuro this rematch's outcome might be similar from the 1st 1 because of no drastic power up from either character that would make a huge change in the formula but with a rematch with lee and gaara, gaara would own lee this time because of his reacent feats and spot light do you see what i mean
