This jutsu doesn't require handseals, so I'll explain how it works:
Using your Suiton chakra, you'll infuse water, in this case from the river, and lift it up into the air to create a mist.
This jutsu is relatively simple to do, so you should be able to get it in a few tries.
But, first, start by taking your Suiton chakra, and infusing it with the water in the river.
Yes, in a way it does. We're creating a mist, which is essentially a fog - which in turn, is essentially a low lying cloud.
So, by focusing your chakra into the water, you should be able to make it "evaporate" or atleast turn it into water vapor that will then form around us into a mist.
As for now, again, just focus you chakra into the water, and I'll tell you what to do next.
(Maybe. I think this falls more onto the aspect of shape manipulation, as your dispersing one shape, the body of water, into another, the droplets of water that make a mist. You should ask a Sensei though - I honestly don't know which category of manipulation this better falls under.)
Now, using your chakra that is in the water, disperse it all throughout the air around us, creating a mist; simply break your chakra up around us and have it carry the water with us.
Once you've mastered this, in battle, you won't have to pull up water and then create a mist - you can create a mist straight from the water.
You want to break it apart into microscopic parts - you're trying to make a mist, not small balls of water.
If it helps, allow the chakra to drift and disperse on its own as well - when you have less control, it will try to scatter, and that will give us the effect we want.
