Alright, now, to begin with (we're doing this for practice purposes, you'll skip this step in battle), I want you to focus your chakra into the water, and lift it into the air.

You want to have the water spread out for now, as to not form a mist, as you don't want it visible.

Yes, go ahead. We'll need it for the jutsu, but, like I said, in battle, you'll go straight to the jutsu - you won't scatter the water.

Also, as I said earlier, some jutsu don't require you to actually be in contact with the water source - you can project your chakra into the source.
