Kenpachi wasnt serious at all, but still now Ichigos way more powerful than he was back then, and i doubt that soifon or komamura would stand a chance, or byakuya for that matter.

i think he says that because he actually came close to beating him (by kenpachi standards) it seems like most of ichigo's fights thusfar (im only about 200 chps into manga) hes gotten lucky or had a draw with the opponent. but thats how all the shonen main characters are lol
