Sorry about not answering the question, but the rank that this can defend and counter from would be a c rank jutsu from any elemental ninjutsu...in other words the jutsu has to be a rank lower than this kenjutu.

I think defending against a technique is when someone either moves out of the way of an incoming technique or uses a technique to block an incoming tech
While
Countering I think would be when someone uses a tech that will hit and pass through an incoming attack to hit the person that sent the attack. Or when someone hits the opponent own attack and find an immediate space 2 attack.

You can think of defending as when someone uses a technique to cancel out your own. Example: You release A-rank fire, I defend with B-rank water.
Moving out the way/dodging/running/escaping is called evading.
You can think of countering as when someone uses a technique to overpower your own. Example: You release A-rank fire, I counter with A-rank water.

Description: The user flows Chidori current through a katana in manner similar to flying swallow technique. The Radiating and chirping blade can easily cut through steel. Furthermore, the body of the person cut by the sword goes numb, taking away their freedom of movement.
Flow a Chidori Nagashi through the blade, increasing its power incredibly. This should be able to cut through almost anything.

Description: The user by use of a sword can use it as a rod to attract lightning currents that are channeled into the user from opponents attacks and by pointing the tip of the blade into the ground the user is then able to dispel the lightning charge nullifing the effects of paralysis. However this only works on free flowing lightning based techniques such as the Chidori current and not on focused lightning based techniques
Place the point of your blade into the ground, and then use the sword as conductor to draw in any unfocused lightning attacks away from yourself.

*kefa standa before his sensei as he was about to release the Nagashi technique, kefa currently stands with hiw sword in his right hand, vertically (with the hilt facing kefa's right and the point facing his left side) kefa's sensei then release the nagashi into the ground, as the current closes in on kefa, he takes a quick step backwards with both feet and swings his sword downwards and it now faces toward the ground where the current is flowing toward kefa, kefa then use the sword as a conductor to channel the current into and keep it away from himself*

*kefa runs and stands still close range to his sensei, staring at his sensei(who is pissed at neilson for replying late... sorry I am) he forms lightning in his hand having it glow before traveling towards his sensei it splits into multiple tendrils while heading for his sensei, then kefa gets very close to his sensei he then pulls out his sword and does a upward slash, making his sensei to be thrown up kefa then appears above his sensei, using his sword, kefa drives it into his sensei's guts and pins him to the ground, kefa then stands to his feet and jumping off the ground into the air, as he goes up into the air, kefa forms the horse-tiger hand seals and from his mouth he spits out a large fire ball, which causes an explosion as it hits his fallen sensei.
