don't confuse this with minato's technique.
there are 2 ways to use this.

*raises hand in the air to gather lightning chakra from the storm's energy*

direct contact or short range blast!

*touches a scarecrow and sends the lightning chakra into it directly making it catch fire*

obviously this is made of straw... a person wouldn't catch fire.

try it on a scarecrow.

direct contact is the easier form... it's best to practice that just to get used to the harvesting of chakra.

this is a 2 stage jutsu... first it releases harmless water from the ground beneath the opponent which is then used to shock the opponent with the same jutsu using lightning.
