Full knowledge on a puppet master immediatly erases any chances he has to pull off a surprise attack, which is a fundamental part of their style.
Temari definetly wins this, she has more than enough firepower to repel his arsenal and overwhelm him. 99% of the base thinks Temari > Kankuro whatever the intel is, full knowledge on her side makes this a breeze for her.

I think the only way Kankuro can beat Temari is if he either trapped her with Salamander or with the Black Ant, or if she stupidly enlarged the flamethrower of the Scorpion by trying to blow it away. I like to think that Kankuro's Salamander can defend him against anything Temari can throw at him bar summoning Katamari (maybe Great Case Net). So all in all, Temari high diff.

With this he can safely protect himself while attacking from all angles. With his tactician mastery plus intelect he is wayyy to versatile with his puppets plus mastery. She is too one dimensional and predictable, as oppose to a puppet user of his level with traps with in traps. Plus the fact he can pull the fan from her at any given moment or control her like a puppet if she is not careful to watch every string from behind.

Basically like i stated before, he has wayyyyyy too much going for him to lose to his sis (who is great in her own right).

I think Kankuro can take this high difficulty but I disagree with your method of Kankuro's victory which Temari can counter effortlessly.
