My bad, I'm in love. I forgot the puppets can fly. Anyway, even so, since they can't part from each other, any explosion would affect both parties, but Kankuro since he'll stay on the ground and control the puppets from distance.

They idea was that Sai would climb in a bird and fly away. If he stays on ground, he'll be attacked by the puppets' weapons before his birds will get close to Kankuro.
