Kankuro's only counter is to use Salamander, which after several paper bombs gets destroyed as well.

Even if sasori wasn't one of his puppets, puppets even the wack ones have been shown to fly/levitate at users will.

I already countered that. Since Sai can't fly too high, he can't let off any bombs, since the explosion radius will affect him too.
