It really depends on what you are talking about.

Can Kakashi use his Sharingan to destroy entire nations? no. He'll get killed after sniping a few high level shinobi.

Madara, on the other hand, will just nuke village after village, nation after nation, with incredibly destructive force of the Rinnegan. He'll just destroy until there is nothing left to kill.

Kakashi cannot do the same.

But Kakashi can 1-shot Madara and Madara has nothing to avoid his death U_U

That's not instant. Read the fight between Juubito vs Minato and Tobirama! You'll get what's instant.

Up to this point, all the Rinnegan techs shown by Pain were instant, meaning he could use them at any second he wished. There was that 5 second limit, but once you've absorbed one Kamui, it'll take some time until the user will be able to use it again, and that time is way way longer than 5 seconds.

The period was a little longer, but a normal Rinnegan user doesn't need those 5 seconds. That was only because he was using a corpse.

Nagato uses post Human Path & Preta Path at almost the same time. Maybe not instantly, but certainly under 5 seconds. By the logic, we can assume that any other path can be used at desire at any time. He's actually able to use both instantly.

This doesn't mean he can use Shinra Tensei more frequently, though. He used two different techniques, while the cooldown is only of Shinra Tensei.

since kakashi can kamui long-range it's more dangerous
