Read the manga, Susanoo was originally Indra's feat so not anyone with Mangekyo can unlock it, Obito even said that the avatar was rare. Having DMS clearly isn't sufficient to unlock Susanoo when Shisui and Izuna were never noted to have a chakra avatar despite their power.

Nope, DMS isn't enough to use Susanoo. Every person that used the chakra avatar had exceptionally high level of spiritual energy. And Kamui shuriken can't be used unless he has EMS which only transmigrants have been shown to unlock.
