I haven't seen Looney Toons in a long time, but from what I remember, Bugs was pretty much omnipotent, as he could do literally anything he wanted. Nothing can defeat him, he is the one true invincible fictional character. Even if Kami or TOAA were to erase him from existence, Bugs would simply appear behind them eating a carrot(yes, the only character who could get behind an omnipotent, since he defies logic/laws of physics), give them a kiss on their lips and jump into his rabbit hole. If he wanted to, he'd break the fourth wall, beat up the writer and simply erase Kami or TOAA from existence, along with their universes.
Bugs Bunny > Artist > Kami/TOAA
Besides, true omnipotence does not exist. Neither in fictional, nor the real verse.
ToAA is the writer.
I don't see how toon force gets over omnipresence in every speckle of existence though, it is a very powerful force but that is a feat it has not shown.
I'm personally agnostic, not gonna say anything about IRL but for someone to be a confirmed fictional omnipotent is the following
-Infinite Power, cosmic being
-Above all others in your verse. ALL others. A verse cannot have 2 omnis.
-Omnipresence, omniscience. (Somewhat optional but you aren't really a true omni if you don't have these)
-Created the verse and or was always there
-Break the fourth wall (M.O.M. talks about the readers, the presence says there is an external force which is the writers, TOAA is based off of stan lee)
How you are not an omni is
-near above all
-near infinite but didn't create anything or not quantifiable
-call yourself an omni yet you are just a reality warper (Galactus has called himself omnipotent countless times, 5th dimensional imps were called omnipotent, one of the elders of the universe who are herald level said they were omnipotent, you can find someone calling superman omnipotent), aka hyperbole
-no omnipresence/omniscience
-only nearly above all, never really admitted you were infinite
