Doesn't matter, as long as they disable tenketsu points, Hidan cannot perform the ritual and as you said, his limbs will be disabled. Neji would beat Hidan.
Considering Neji compared it to thirty percent of Kisame's chakra, and Kisame himself is said to have at least as much chakra as the Ichibi. . . It's a pretty good deal for a single slice.

I fail to see how Hidan would be capable of working just as well as he normally would when a bone is broken. His body wouldn't be capable of naturally moving and, depending on the breakage, thinks would grind up together and moving the leg itself would be awkward.
Any ninja wouldnt be able to move much less laugh it off, just take Asuma for an example he cant even get up, cause its physically impossible with virtually half the bones crushed in your body including your spine probably. No matter who you are in the show to move around with that many broken bones your body even if you were immortal couldn't move cause of the bone structure being disrupted (this is not the case with Hidan, hes not just like a Zombie that cant feel damage).
