Kakuzu wins Danzo is weak he only pushed Sasuke High difficulty because plot held Sasuke back plus he was going blind.

Kakuzu might win, he's a bad matchup for Danzo. Danzo could blitz with Body Flicker, take out one of Kakuzu's hearts, and bind him with curse marks, but he won't be aware that Kakuzu has multiple lives and the curse mark won't stop Kakuzu's masks from emerging. Basic fuutons are tanked with Domu and Baku is countered by the katon mask. A series of elemental attacks barrages Danzo until his ten minutes of izanagi are up.

Danzo wins if he blitzes and by a licky chance takes out the katon mask first. Or if he uses his suicide technique with izanagi activated.

Danzo wins.
He can cope with the elemental disadvantage by using Izanagi and create the perfect situations to strike. He's not dumb, the fire mask would be the first to go. Sasuke himself only relied on Katon once, and that was to get rid of Baku.
Assuming the Katon mask is out of the equation, all Danzo has to do is summon Baku and keep on shooting his enhanced Fuuton. Even if he doesn't get rid of that mask first, he'll still have the first shots with Baku anyway, so he's always one step ahead.
