Kakashi's Rikudo Kamui the fastest attack ever?

Like I said before in X inverse thread about FTG Slash and Double Kamui

Double Kamui is more effective than FTG Slash and Rinnegan Swap because it not having lag time/moment between arrival and attack

And double Kamui can double the speed of single Kamui that make it near instant in wrapping

It no matter if Obito or Kakashi using it. It will resulting in same effect.

the advantages of Kamui base attack that it can do intangible or wrapping for the straight base attack and will not effect the attacking momentum to much which mean speed.

And it good to defend the users from direct attack like ash bone or TSB or Rasengan.

true but if someone can react and move muscles of body faster then Kamui user locking his eye on you then Kamui won't work or miss... Kaguya, Naruto for example. Also Everyone who has TSB can apply yin-yang properties to it creating Onmyoudon which nullify/neglect ANY NINJUTSU, Kamui is also labaled under Ninjutsu category so it is not exception.
