Obito influed his chakra with Kakashis and culd creat Susano,Kakashi didin't activated Susano it was Obito with his chakra(All kakashi did is suporting Susano with his own chakra and Controling it.)

If regular MS is needed for an ordinary Susanoo, then you definitely need EMS for the PS. It's just a natural order of powerups. It shouldn't even be debatable. In Obito's case, I still think Hashirama's cells gave him a huge advantage and are the answer to many unanswered things.
