Well, he did saw Itachi's Mangekyo and he did have his own.. Izanami is a forbidden Uchiha jutsu.. I don't think that Kakashi knows about forbidden Uchiha jutsu such as Izanagi or Izanami.

Even if he did know, that would be an asspull, seeing as how Izanami already took out a major villain and Kakashi isn't an Uchiha.

Current Kakashi is on par with any un-enhanced Uchiha except for Sasuke and EMS Madara.
Kakashi's Kamui is the best MS attack of any Sharingan User IMO as well.
He is in no way inferior to other Uchiha's simply because he was not born with the Sharingan.

I don't think many secrets about the village are kept from him, and yes, the Uchiha are a part of the village.
